You say without BEING secure/safe, not without FEELING secure/safe.
There is a big difference.
Race car drivers and mountaineers feel happy in physically unsafe situations because they FEEL secure and safe. They aren’t necessarily BEING secure/safe.
So technically, I believe that you can’t be truly happy without FEELING secure/safe. However, you can be happy without BEING secure/safe.
